All cosmetics sold in Canada must be labelled, registered, and sold as per the requirements of Health Canada, the Cosmetic Regulations and the Consumer Packaging and Labeling Act and Regulations.

Ingredient Reviews

New cosmetic products entering the Canadian market have ingredient reviews conducted by Health Canada’s Cosmetic Notification Section. Cosmetic ingredients are compared to the latest edition of the International Cosmetic Ingredient Dictionary and Handbook.

Cosmetic Notification Applications

Q&R can prepare your cosmetic notifications and file these with Health Canada. This entails submitting a fully completed application to Health Canada within the first 10 days that a cosmetic is available for sale.

There are no requirements for Cosmetic Establishment Licensing or Good Manufacturing Practices.

Product use claims

Q&R will ensure your claims are compliant with all applicable Canadian regulations.

Label Reviews

  • A declaration of ingredient listings, in accordance with prescribed declaration formats
  • Comply with International Nomenclature for Cosmetic Ingredients (INCI) and European Union (EU)

Claims you are printing on your label or an ingredient in your formula may change your product from a cosmetic to a drug product or a natural health product. It is important that therapeutic claims do not appear on the labels of cosmetic.

Q&R will perform Label Reviews for submission in order for a cosmetic product to comply with ingredient and label claims criteria (i.e. all claims are permissible, all required information is present on labels and that ingredient listings are provided in the required formats).
